The files you can stream must reside on the server, accessible by Red5. Maybe you can create an uploader which allows the user to transfer the mp3 to the server, so that everybody can listen to it.

do i need to modify any java code for this? or does redbox 2x already have everything to do this?
also does the ClipManager work like what i discribed in the thread (like a radio) so it lags when the internet is slow and not just start off where it left off?

The RedBox doesn't feature the upload to the server. That's something you have to figure out on your own.
About the ClipManager, that's a stream and it works like any other stream, for example YouTube videos: if your connection is low it stops and restarts when new data is available. I don't think you can get a radio-like behavior. But I'm not 100% sure, so my suggestion is to better learn how Red5 Media Server (on which the RedBox is based) works.
