Hi,
by default you should receive the registration code and activate the account during the sign up. After version 2.9 you can also do that at a later moment.

I use version 2.18
I want to set that the user must be activated when registering, otherwise the registration is unsuccessful and the user cannot log in. How should I set it?

The problem is that it is difficult to define "when registering", as it depends on multiple factors.
The email with the activation code may not arrive immediately depending on the condition of the email servers and the user may be forced to wait even a few hours, in certain cases.
The code may also not arrive entirely, as sometimes emails get lost or are captured in spam filters and need to be resent.
At the moment there isn't a mechanism to determine whether or not the activation was done "while registering" for the reasons just explained.
